The spike is from BTC38 moving Quark from the BTC exchange to the CNY exchange. A sign of a higher price ceiling. On the new side of the exchange, you can use yuan to directly buy Quark, where before you had to purchase Bitcoin and then do the purchase of Quark with the bitcoin. No story with Shaq Fu at this time.

Quark dev team has restarted work and are close to a new POW/POS algorithm. Which we assume is why BTC38 has made their change. It looks like there are better days ahead.
