tl;dr - all your keys can be generated from your seed.

If you are talking about passphrase, then no! It is *not* BIP39 seed.

Edit: Please note that although many wallets support BIP39 seed, wallets may not be compatible with each other. Because there is paths when generating keys which is usually called key derivation path. Some wallets use key derivation path different from other wallets. However, most (popular) wallets support recovering wallets even if they use different key path.

You set a fee yourself in Blockchain.info iiirc. Using an excessively low fee may make result transaction not to be included in a block or may take a long time to get included.
