Actually, I believe that this time around you are unable to change your vote, once you have voted.

In the last vote, there was a button that gave an option to change the vote, but this time, I don't see any such button that allows changing.

I think that Theymos must have set up the vote NOT to allow changing of your vote once it is cast - and it seems as if the only way to change that ability is to rerun the whole poll, which seems to be a very highly unlikely proposition, at this point.

I haven't seen the code, but most probably a single field change directly in the database could enable the "reset vote" button without losing current votes. Anyway, even if it is something Theymos could easily do, if he has chosen to structure the poll like this, then that's how it is.
