Yes, you're right. There is nothing wrong if he/she is saying that he/she is born in Philippine and is staying in Singapore as this topic is for discussion about Bitcoin in Singapore in general. However, if he/she does not relate anything about Singapore in the post, then it is required.

The Monetary Authority of Singapore has revealed a three-step plan to connect the worlds central banks via distributed ledger technology.

The two-phase effort called "Project Ubin" would see global central banks settling cross-border transactions in real time via a blockchain.
