Your Question was wrong, you ask for: is it money or service? So the financial officer make a short statement...its not money so its service. It was your bad formated question that lead to this.

If you make Service and take fee, you have to put 19% VAT on it and only on the Fee you take, not on the transfer Money. And of cource you have to pay tax, but as you are sitting in sweden, i am not sure where you have to send your tax. Afaik tax is given to the country where you make the money. So you need a german TAX-Number.

In my opinion, you should take a Tax Consultant(Steuerberater) as this is far over my knowledge how to handle international Tax. I am Engineer, not Advocate. I dont think you have to pay more then 200Euro for a Consultant Statement to clear up everything.

To answer your Question: Munich is wrong with his Opinion. But only if you declare correct what you are doing. Up to your Question his answer was right. It was the wrong question. Tell them you are just a agency who bring buyer and seller together and collect a fee for that...like Ebay. And the ask: how have i to declare VAT or TAX..give me some hints or information please....
