). After that is which brand should i buy ? EVGA or Zotac or MSI Huh

in usa if you are lucky a 1080 ti can cost 665 usd I purchased one at that price this week.

so if you get a 1070 for 400 usd that is a good deal
if you get a 1080 ti for 665 usd that is a good deal
