Yes,you can buy altcoins instantly with bitcoin or ETH in exchanges.No need to bother about the confirmation and all,just put an order in the buy section and as soon as a sell order meets your buy order price,immediately the altcoin which you have bought would be found in your exchange wallet.

How do exchanges get confirmations instantly if it takes time for BTC or ETH transaction to go through the blocks?
