am working on a new code, you have to remember there is no central control of Blackcoin
no one can just flip a switch and it is done
new code will have segwit, but activation, signaling, voting, that is on community

there are other new features which don't need chain changes
even LN can be done that way.. for example Yours https://stories.yours.org/
uses their own lightning protocol without segwit..
