[ENC] Colonist recruitment cost is now bitcoin-adjusted.

* I know you guys were asking for price rebase for a long time now. Thank you for your patience. Prices now resemble original values once again (so 1 piece of copper ore costs 4-8 satoshi, not 0.01 satoshi).

As always, we'll be keeping an eye on the new values and reserve the right to fine-tune them further, if things became too hard or too easy.
