I would go with Barack Obama. He was one of the most pacifist presidents of the United States, and he withstood intense pressure from Israel, to opt out of military action against Iran.

Obama was a puppet controlled by powerful politicians such as Hillary Clinton and Joe Biden on the one hand, and oligarchs such as Soros, Rotchschild and Rockefeller on the other hand. He didn't had much power in his hands. That was why he was always seen playing golf, whenever some natural catastrophe affected the United States.
