Supposedly they've upgraded the website. We'll find out soon enough. I feel your pain but was able to buy more in July. More of a headache and hassle then necessary.

Don't you need a target server or host in China to do that? Assuming it's like opening a remote windows session with RDP?

You can use a simple one like tunnel bear. Select Hong Kong and off you go. It'll still be slow but the pages actually load and you can checkout. I can't definitively say what will happen this time since they supposedly "upgraded".
