One reason I saw is that its whitepaper is not available not until their pre purchased is finished and refunds is allowed only on pre-[urchased period. However, lots of people are buying it. I have plans on investing on this coin. On your opinion, is it scam or not? Thanks for helping me decide.

There are so many good projects out there you don't need to risk your money in something you suspect might be a total scam.
