What's the feasibility of "whocoin" basically think namecoin but with the ability to publish public keys to be used in encrypted mail? As a corrallary "httpscoin" a way to publish ssl certificates without a central repository? Would these be in scope or out of scope?

I could quote you a price for such a project but I'd imagine you wouldn't want to spend that much. That's a lot of work involved.
