The fluctuation fee is not required and you dont have to pay it, but your order wont go through if the rate drops and you no longer can afford it with the BTC you have in your purse wallet. If the rate goes up, you save additional funds, so the fluctuation fee is actually just a recommendation there for convenience so your order wont be left unfilled in the event of a decrease in the value of your BTC.

You are welcome. The real danger is that people will order your goods with stolen credit cards. Ive personally had amazon re-route packages back to the seller after being shipped because the purse user tried to purchase my order illegally. I dont believe as the receiver of a gift that you have any liability, but its something to be aware of and reason to never release escrow until the goods are in your hands. That being said, Ive had numerous orders that went flawlessly through the site, so it is a decent way to order these coins at a discount using BTC.
