For example I am not from Hawaii neither I have any affiliation with Hawaii so signing the petition does not make any difference to me but over there the people directly involved can act on it.

Exactly, you should post this in the local forum for getting more attention and to increase the signs for your petition. At this thread, People will not take any efforts to sign it as they are unable to connect with it.
