Yes it can as fluctuations are just around in the corner so we can expect it anytime.
But when it will be having dips for sure the lowest it can be is as low as $3900 and it will set back again to touch the $5000. We all see how bitcoin cling to $4000 so we can expect more rise to it.

It's normal it dops when china bans Ico, but see now btc were increasing, it just shows that btc os able to increase without any dependency on any country. It is use widely and still accepted by many nations.
