Depending on how things are mounted you could just duct the intake fan to ensure that you are bringing that air in close to ground level. Good luck

Right now, I've tried both as exhaust mode or 1 window fan as intake / 1 as exhaust

It may work to try sidehack's approach -- set both fans to intake and install 2 gable vents high up
