I suppose you could simply email a private link to the claimants who sent their seed to David before July 10th. That would be orders of magnitude safer than directly putting the Recovery Tool out in the public.

Oh, I thought David forwarded you the claims that were emailed to him CfB. I could PM David on slack and ask him to send you a list of claimant addresses, but I'm not too confident this will work out, coming from an average dude...
From reading this thread, the following are in round#2 and emailed their seeds to David + provided their personal data :

However, there are 344 iota addresses in the round#2 list and there are probably more people in the same situation.
Anyway, if you will not contact round#2 claimants, the important thing for us is be informed precisely about the date & time for the Recovery Tool release, so that we can try to recover our funds as quickly as possible and avoid scammers. If we find out that our funds have just gone, there will not be any kind of recourse though, because
anyone could have our seeds. There is about 147 Ti in round#2, so this could become pretty messy...
