if bios update doesn't help and removing ccc doesn't help (if you haven't already) as a last resort you can try editing bios fan settings directly using RBE http://www.techpowerup.com/rbe/

back up your original bios, and only attempt screwing with it if you have another video card you can use for display purposes incase you brick your 5970 and need to reflash it

I solved it... And yes it was bios... I removed CCC and look at afterburner... Same problem. CGminer also couldn't changed anything... Then I googled it and found solution... Well known but it looked so strange when I saw 4 cores that I got so confused that I forgot about google... And then when I saw only one core temp and no fan Huh

I was sure something is wrong with the card.
