What? There were no PCs in existence ever that needed more than 200-250 W for the basic configuration. And we're talking old dual CPU boards here, the hottest ones (which were mostly LGA 1366 and some LGA 2011 boards - those often idle at ~ 180-220 W with two 6+ core CPUs installed). And that's not even really "PC" systems but more like server grade stuff. Modern PC platforms consume 30-50 W idling (LGA1150+). Old inefficient single-socket boards (LGA 1366 X58 chipset systems are probably the worst here) were 100-150W at worst.

I guess you're confusing the actual power consumption of the system with the number written on your PSU.

Those are (obviously) different things.
