There is no way for a third party to intercept transactions of Bitcoins, and therefore there is no viable way to implement a Bitcoin taxation system.

Actually in a large majority of countries tax is owed on profits with bitcoin when you convert it back in to fiat, the thing is though as that it pretty much relies on a self statement system for now, once countries begin to add controls such as by partnering with exchanges then bitcoin will face taxes just like anything else.
