Not really. Bitstamp and Coinbase (some regulated exchanges) are known for accepting bank transfers very late and having shit customer support (if any), but they're typically not accused of scams or fraud.

Bitfinex on the other hand, who will not accept US customers because of threats of regulation and allows unverified users, are accused of fraud on a regular basis, and are insulted due to their method of compensating customers after their hack and are often accused of dodgy dealings with USDT (whether that's a reasonable accusation I don't know).
