It will obviously be a government agency. As per the news says, it is just a proposal yet, and haven't been started.
The president of IRI (an organization in Russia) Alexei Fyodorov proposed this thing at a meeting. He says that this agency will be to keep investors safe from fake Initial Coin Offerings (ICOs) as many of them just collect money from their investors and disappear. So they will collect all the information about ICOs in Russia and register them in their agency, so that if the company tries to scam the investors, they have their information and investors can be helped through this.

If that was the government projects they are proposing and good for the blockchain community and especially to investors then I think they should go on with it, it is really a nice project indeed. So it's like a monitoring agency of this ICO's that keeps on coming, if that's the case then many will support this one and it is a nice move by IRI President to proposed.
