no one can't join any existing alli, i don't want to create my own but if i will create some i still need wait for someone other create his own...

no worries, it just needs time to have more users. I am working right now on update, that allows "smaller" players to beat "bigger" ones.
I hope within week the number of active players can double and real battles can begin. it need at least 10 alliances and hundred(s) of active players. If it will become reality, this game will be the top paying game, i promise.
