The first ICOs market cap was very crazy and they tried to draft 100M$ and more, because there are more ICOs now, the competition is much bigger and it makes it harder for an ICO to start with 9 numbers market cap, so they are setting a lower cap which makes the growth potential bigger.

lol, i cant see that ico's are decreasing rather its still increasing day by day. ever single day i can see that theres been always a new ico that has been born and some are just popping like a mushroom.though most of them are just shady and seems to be scam , so i guess its better if someone can invent a kind of registration method or some kind of system to be able to track who is legit or not.
