I can buy miner from Bitmain and VAT(custom charges) are 30% of Bitmains price, for S9 that price that you have offered is even 50% cheaper to do it, and i can buy 2 of them from Bitmain for that price.. D3 is useless for Dash and overpriced if you dont use your brain. IF someone buys that and doesnt use it(BRAIN!!!) you will never get ROI
