I think not allowing noobs to create threads, while not a perfect solution, is at least doing something that might help.  I refuse to let the perfect get in the way of the good.
I always think about the few knowledgeble people who join the forum and create good threads (example). You could argue a Newbie could buy a $30 Copper membership to be able to open a thread, but I expect that to discourage honest users.

How about a n00b jail for every Newbie who wants to create his third thread? At this point a Mod can review his previous threads, and either allow him to continue, or nuke him on the spot.

I'm talking about noobs posting in crap threads, dude.  You don't seem to follow what I'm writing whatsoever,  so duly noted.   I'm suggesting that when shitposters keep posting in threads like "How bitcoin affect ur life?" or some such, if they keep posting in it, that could be reportable.
I love how hilariousandco started thrashing spamthreads, and spammers started complaining about their post count dropping. I too have reported a lot more posts lately.
