hello . fyi there is a small subsection for polish users under other countryes . you can find some information there.
I advise u to listen to Plan B radio shows on utube. Those are very helpfull to find out what has happend lately.

regarding building a mining rig from GPU. its to late. Asics are the new power. GPU mining is going slowly over to alt coins.
