That's just the beta version of the staking app. It's not available to public and it's not working with real HAT tokens. It will be available to public from January 1st 2018.

Currently we are working on releasing closed alpha for mobile. ( both iOS and Android )

We are targeting end of dec, if everything goes as planned.
