The funny thing is in this transaction , the 0.31btc belongs to me but the other 3.97btc was being send back to the same wallet that it withdraw from. Do u think the payee trying anything funny to make my withdrawal hard? Now I just hope someone here can help me unstuck this transaction if its legit.

it's simply not propagated well yet and has low tx fee of 0.00002592 BTC (~7s/B)
the amount sent back is his change amount to his own address, it's normal
if it's from established lending platform service, they're just trying to save tx fee
you can push the tx to other nodes for more exposure, but with 7s/B do not expect it to get confirmed
anytime soonyou can do CPFP tx if you want to get it confirmed faster on your expense
