I read in past that TOR receiving money and donations from USA government. It is rather suspicious.

If I'm not wrong, Tor was created by US military. But it is still the safest and the most anonymous way to internet surfing. Why there are selling so many drugs, weapon and other illegal products? Because you can stay anonymous and do anything. But, as for me, TOR opens opportunity to look for any info and visit banned sites that allows to read interesting information.
