Yes, you can develop your own, but maybe your cheap coin will only worsen the condition of the crypto currency, if the coin does not have a unique useable.
Then, your coin will have no value in market and disappear instantly
Advertise it and if those cheap coins developers does have a really good mission and vision for that coin, people will notice it.
Agree with you, most developers, sometime don't make more research after they develop new coin. Though their coin have potential to be better in the future
