I think your best bet would be to skim the whitepaper, at least getting a feel for the vision of the project. The simplest response would be that it's going to be "DASH+", but really, it's bigger than that. Like I said, check the whitepaper and see for yourself what they're looking to do.

Yes, the whitepaper is quite impressive by any standard. They are shooting for the moon in terms of project scope (assuming they are still following the vision). This does not appear to be your average shitcoin ICO.
