ICOs are basically just big kickstarters. They're just people with a concept or the begining of a prototype.

So ICOs NEED to get you. They WILL contact you. They're seeking for investors.
If an ICO isn't able to reach you they shouldn't be even considered

This not necessarily true. Titanium blockchain ico is said to be one of the best of 2018 (finished now) but I hardly could read anything here about it. Anybody participating was very lucky. The price is already after one day x3.
