what's the meaning of both point number 4 and 5? a new algo addition?
become multialgo (adopt 5 different algo : X11, X12, X13, SHA256d and Blake2s)

Sha256d and Blake2s mining start's after 35k block.

1) New transaction fee calculation, fee per kb + 0.02% of total out (after 35k block)
