You can give each pool an equal number of votes and compare the amount of payments.

Now the main role is played not even by the pool % fee, but by the total number of votes. For example, if you give 500 votes to a pool in which there are already 60,000 and in which there are already 30,000, then your payment will differ by a factor of ~2 for the same % fee.

A 50% fee would not be meaningless, and people voting with small amounts probably want to know if the will be paid in 1 day or in 1 month Wink
