I feel like that restriction is useless because newbies would rather just fire up a new thread (if they haven't posted anything within 360 seconds) instead of waiting for 90 seconds. There is also a Google-based search without the restrictions, but most newbies don't know about that.

Where's the google-based search? Is it what i'm doing? Going to google then ask a question then include bitcointalk at the end? Thanks in advance.

Damright questions are asked every other day, with the same topic but different approach in asking. I can't reply since i think everything was already laid off.
