It's a bit difficult, because basically the government should be prepared with all the consequences if they will start adopting bitcoin as a means of payment etc.
but, in fact today bitcoin is so much in about in some countries, they do not trust bitcoin.
They always say bitcoin like bubbles. It may take several years to come until we can see many countries that will start legalizing bitcoin in their country.

There is no real consequences on holding Bitcoin if nobody knows about it. Just keep your Bitcoin safe.
