If you got the file from any official ECC source/location, it is safe. Tell your antivirus program to trust/allow Eccoind.exe

As long as you downloaded the wallet from the ecc.network website then everything is fine. I had the same issue when I first downloaded the wallet on my windows 10 64 bit PC as well. Just approve it via your antivirus program.
