Although it's risky, there are ways to minimize it like using a reputable escrow here in the community. I think you already know how to deal with that so goodluck finding one.

Exchanging paypal/skrill into fiat through this forum is somewhat fast, most likely you will get someone soon.
But western union and payoneer is a rare thing in this forum, you will get little to no offer for this two payment system. I tried it before, later I moved to localbitcoins.
