Belgium is very strict, so I don't think you will be able to do this.

Even though Belgium is quite strict, there are some online banks (with 100k bank account failure protection) where you can open an account to get an IBAN bank account starting with BE:

is it medirectbank provide account opening for non BE residents? On the online form, it seems to me that you need to be BE resident to open account here.
