Why these accounts still no red tagged it is because of their ranked? If these account is low rank i think it was easy to tagged as bounty cheater right! It is obvious that this user violates the rules of this forum but still he can continue his shady work because the account is still clean.
High rank isn't the problem, if you go around this forum you can see there are so many Legendary accounts tagged. Maybe DT member or Mod are waiting for something or trying to catch a big fish 
). Maybe there are still more account related to these accounts and they're working to find them out.
