I would say it probably would not be acceptable. Duplicate threads are usually deleted.

The message on deletion says

A reply of yours, quoted below, was deleted by the starter of a self-moderated topic. There are no rules of self-moderation, so this deletion cannot be appealed...
You can create a new topic if you are unsatisfied with this one.

If duplicate threads are not the solution, there should be some rules for creating self-moderated threads.
If one person creates only self-moderated threads, isn't there an issue?

Maybe we could refine the guidelines in the Press Board.
