Theymos did not make any statement that he needs a new moderator. Joel_Jansten is simply pointing out the fact that the Indian Local board need a mod, along with the recent issues at Coinsecure and Benson being busy - not being able to moderate the section.

This. He claims to have brought up this context before as well. Dont get me wrong but it seems to me now that Joel is actually trying to promote their own name for the new mod taking advantage of the situation of the Coinsecure and Benson being AWOL (??)Not that I would have any objection to it. (I dont know about others though)
