they can't just not react at all, but russia to can't react when former citizens give valuable information or denounce russia from abroad.

They can't just not react TO WHAT? As far as we know, no poisoning has taken place, since the "victims" did not die even though it allegedly was the most poisonos nervine gas which exists. As for the second part of your sentence, I fail to understand its meaning.
