That is one possible interpretation. This loops back to what I was saying about "human nature" and the different ways of perceiving it.In this case the laws you mentioned earlier (what is it you?) are not laws but nothing more than rules of decorum at best. Law by definition is a system of rules which are enforced by some institution with the purpose of penalising disobedience
