You are right you can start voting as long as you have completed a KYC verification and the vote would still count.

Its because the support for the ledger has not been added yet. You can reach out to the ledger team to check when they might add support for the Kick token.

It is scripted in the contract, so it is a delayed initial distribution. It is not depending on performance or any external metrics, and thus can't be considered dividends.
