ETH is used for creating the smart contracts for the ICO application and thus forms the core part of them. However, America itself is against the ICO's and thus they dont support it at all.

The main point from this statement that can be taken is, American's are not allowed to get into the ICO, neither ICO's can be created in the America and thus ETHEREUM is rarely used in the America. So most of the time it wont affect if they regulate it or not.

I agree it won't really affect the ICO itself even though the regulations was implemented totally. That's why other ICO these days was requiring KYC in order to assure no cheating of the identity of an investors or thus in participation of the bounty campaign. Everything will be done so well with proper transparency between the project and the people behind its success.
