This transport is failed and the coinexchange's tips wallect have no send them.
It is because when I withdraw my coins their hot wallect have no enough coins so it failed.
I have commit to the coinexchange's supporter system。
But 3 weeks have past, they just only say wait for this tx.
As we know the tips node is very fast,they just don't want to resent my coins.

That is bad, I'm very sorry. I've looked at your wallet address on the block explorer and the transaction clearly is not there. I do not think it left the exchange. May I suggest that you contact Coinexchange again? You should keep talking to them until they can explain the situation better.
