And who is going to implement this closing of the ICOs? The idea is good but ICOs are not centralized as well, each country has its own regulations and some does not even care. ICOs has become the new and the easiest way of raising money But also became a scam field for scammers.

I agree, In this situation there can be useful more strict requirements to organizers and managers of ICO programs.
